SDK Updates - Stable for Windows, new snapshots

We rolled out a new app server to production yesterday, so we refreshed the stable SDK builds with those versions.  We also added a stable binary build for Windows.

Also, there is a fresh set of snapshot builds for Windows and 32-bit linux and as always, the nightlies have the latest binaries for 64-bit linux, OS X as well as source.
